CONTINUING RESOLUTIONS
OF THE COUNCIL
OF SAINT PAUL LUTHERAN CHURCH
Section 1 - Purpose and Scope of Continuing Resolutions
R1.01. The purpose of Continuing Resolutions is to allow the Council (“Council”) to provide policies, procedures and description of practice that supplement the Constitution and Bylaws of Saint Paul Lutheran Church of Wheaton, Illinois ("Saint Paul").
R1.02. Continuing resolutions shall be used by the Council to define governing structure where the Saint Paul Constitution and Bylaws specifically require the Council to provide structure.
R1.03. Continuing resolutions may be used by the Council to extend governing structure that was not originally provided in the Saint Paul Constitution and Bylaws but subsequently deemed to be required by the Council.
R1.04. Continuing resolutions shall not conflict with any item in the Saint Paul Constitution, Bylaws or other Continuing Resolution. Any Continuing Resolution that is subsequently found to be in conflict with the Constitution or Bylaws of Saint Paul shall be automatically suspended and shall be without effect as long as it is in conflict with the Constitution or Bylaws.
R1.05. Any proposed continuing resolutions must be presented at any regular Council meeting, regular Congregation Meeting or at a legally called Special Meeting of either the Council or Congregation. Such proposed continuing resolution must be presented in writing, prior to the final vote by the Council to approve such resolution. [Amended 2007-04-16] Continuing resolutions shall be enacted or amended by a two-thirds vote of all voting members of the council as provided in the St. Paul Constitution (C18.02).
R1.06. The Council hereby adopts these Continuing Resolutions as the Continuing Resolutions of Saint Paul Lutheran Church. These Continuing Resolutions shall take effect upon adoption and shall replace any and all previous such Continuing Resolutions.
