CONTINUING RESOLUTIONS
OF THE COUNCIL
OF SAINT PAUL LUTHERAN CHURCH
Section 32 – Finance Committee
R32.01. This section contains all continuing resolutions regarding the Finance Committee of St Paul Lutheran Church.
R32.02. The Finance Committee is established by the Congregation Council as a permanent council committee within the Operations Board and reports through the Operations Board to the Congregation Council.
R32.03. The purpose of the Finance Committee shall be to be to oversee the financial operation of the church and to work closely with the Treasurer and Financial Secretary in order to maintain the financial health of the church.
R32.04. Specific duties and responsibilities of the Finance Committee are as follows:
a. Shall assist the Treasurer and Financial Secretary to establish and maintain procedures:
1. To accurately determine the timely deposit all offerings and other receipts to be credited to the appropriate accounts of St Paul Lutheran Church.
2. for all savings, checking, and other accounts wherein church funds are deposited or invested.
3. for the authorization and disbursement of Church funds and for the maintenance of permanent records.
4. to present a written financial report at each annual meeting of the congregation and at each regular meeting of the Council, or other meetings as requested. This report should include a comparison of the actual receipts/expenses to budget on a monthly and a year-to-date basis.
5. to submit the financial books and records for the annual audit to the Audit Committee and at such other times as are deemed necessary by the Audit Committee or the Executive Committee and Council.
6. to prepare and mail to each congregational member a statement of year-to-date-actual giving as compared to planned giving as of the each of each quarter and at other times as needed appropriate by Council.
7. to evaluate and improve the system of financial recording and reporting as deemed necessary.
8. to prepare any financial component of the ELCA Synod annual parochial report.
b. Obtain budget requests from each board or committee or other appropriate sources, prepare an annual budget recommendation to the Executive Committee, present the proposed budget to the council, and the Council's approved budget request to the congregation for approval at the January Congregational meeting.
c. Shall advise the Council on investment management recommendations of available funds, the payment of debts, and for planning the financing of future projects.
