CONTINUING RESOLUTIONS
OF THE COUNCIL
OF SAINT PAUL LUTHERAN CHURCH
Section 30 – Operations Board
R30.01. This section contains all continuing resolutions regarding the Operations Board of St. Paul Lutheran Church.
R30.02. The Operations Board is established by the Congregation Council as a permanent Ministry Board and reports to the Congregation Council.
R30.03. Specific duties and responsibilities of the Operations Board shall include:
a. To oversee and coordinate the activities of the Property Committee.
b. To oversee and coordinate the activities of the Finance Committee.
c. To oversee and coordinate the activities of the Stewardship Committee.
Section 31 - Property Committee
R31.01. This section contains all continuing resolutions regarding the Property Committee of St Paul Lutheran Church.
R31.02. The Property Committee is established by the Congregation Council as a permanent council committee within the Operations Board and reports through the Operations Board to the Congregation Council.
R31.03. The purpose of the Property Committee is to manage and oversee the real estate, building and personal property of the church.
R31.04. Specific duties and responsibilities of the Property Committee shall include:
d. Making arrangements and negotiating contracts for routine maintenance, repairs, replacements and improvements to the buildings and grounds including electrical, mechanical, plumbing, interior decoration, and other site infrastructure systems and components as provided in the annual operating budget for Property Management.
e. Making arrangements and negotiating contracts for routine cleaning, landscape maintenance, snow plowing and janitorial services on the buildings and grounds as provided in the annual operating budget for Property Management.
f. Making arrangements and negotiating and entering into contracts for natural gas, electric, telephone, security and other utility services to the building as provided in the annual operating budget for Property Management.
g. Making arrangements and negotiating and entering into contracts for office equipment as provided in the annual operating budget for Property Management.
h. Assist, if appropriate, in defining a job description, assigning duties and responsibilities, recommending compensation, interviewing candidates and making hiring recommendations for the positions of church property management and/or maintenance. The Property Committee shall also assist in evaluating the performance of such positions.
i. Review the coverage and amounts of insurance carried on the congregation’s property and operations and making recommendations to the Church Council for adjustments in policy limits or coverage.
j. Organizing and directing the procedures and practices for building and ground security including locking systems, alarm systems, surveillance systems, lighting, as well as recruiting and directing a corps of volunteer personnel to monitor and operate such systems and security devices.
k. Providing for the placement, maintenance and repair of church identity and announcement marquees as well as signs and traffic control devices of either a temporary or permanent nature,
l. Providing communication and liaison with public safety officials, implementing code compliance activities and regulatory directives issued by such officials, and providing response procedures for police and emergency situations that pertain to the Church buildings and properties.
m. Preparing draft budgets, undertaking long range planning studies, and assisting the Church Council in establishing guidelines, objectives, and priorities for annual budgets and capital improvement programs.
n. Requesting proposals, securing the services, and directing the efforts of design professionals and consultants engaged by the Congregational Council for site infrastructure, and capital improvement projects on the Church building and grounds.
o. Processing invoices, preparing payment requests, filing vouchers and securing waivers of lien for work performed by contractors, vendors, and consultants on the Church’s property.
p. Completing an inventory with the approximate value, date of purchase, condition at time of last inspection and likely replacement date of Church Property and equipment and transmittal of a copy of that inventory to the Financial Secretary.
