CONTINUING RESOLUTIONS

OF THE COUNCIL

OF SAINT PAUL LUTHERAN CHURCH


Section 9 – Treasurer


R9.01. This section contains all continuing resolutions regarding the Treasurer of St Paul Lutheran Church.


R9.02. The Treasurer is appointed annually by the Congregation Council for a one year term beginning June 1.


R9.03. The Treasurer is a non-voting member of the Congregation Council.


R9.04. The Treasurer shall present a written financial report at each annual meeting of the Congregation and at each regular meeting of the Council, or other meetings as requested by the Council. Such financial statement presentations should include a comparison of the actual receipts and expenses to budget, both on a monthly and a year-to-date basis and allow for review, discussion and acceptance by Council / Congregation as applicable.


R9.05. The Treasurer is a permanent member of the Operations Board.


R9.06. The Treasurer shall assist in overseeing the financial operation of the church and work closely with the Finance Committee and Financial Secretary in order to establish and maintain procedures for the benefit of maintaining the financial health of the church.


R9.07. Specific duties and responsibilities of the Treasurer, with the assistance of the Finance Committee and the Financial Secretary, are as follows:

a. To accurately determine the timely deposit of all offerings and other receipts to be credited to the appropriate ledger accounts of St Paul Lutheran Church.

b. For all savings, checking, and other accounts wherein church funds are deposited or invested.

c. For the authorization and disbursement of Church funds and for the maintenance of permanent records.

d. For establishing and maintaining an orderly and efficient purchasing procedure for the Congregation

e. To submit the financial books and records for the annual audit to the Audit Committee and at such other times as are deemed necessary by the Audit Committee or the Executive Committee and Council.

f. To prepare and mail to each congregational member a statement of year-to-date-actual giving as compared to planned giving as of the end of each quarter and at other times as deemed appropriate by Council.

g. To evaluate and improve the system of financial recording and reporting as deemed necessary.

h. To prepare any financial component of the ELCA Synod annual parochial report.

i. To advise the Council on investment management recommendations of available funds, the payment of debts, and for planning the financing of future projects.
